Stengard Technologies LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) in Virginia Beach, VA, is building its proposal team for an anticipated U.S. Coast Guard task order supporting the Office of Shore Forces (CG-741) Enterprise Geospatial Platform. We are seeking a GIS Web Developer for a contingent commitment: your role begins if and when the contract is awarded. There is no cost or obligation to you before award beyond a letter of commitment.
The work:

Design, build, and deploy web GIS applications using Esri Experience Builder, Web AppBuilder, Dashboards, StoryMaps, and Survey123
Front-end customization with Arcade, JavaScript, HTML, and CSS
Advise on data feeds, REST endpoints, and feature service optimization
Develop and deliver end-user training, SOPs, and quick-reference guides for Coast Guard command center personnel

The structure:

Remote-based, with periodic funded travel to USCG Headquarters (Washington, DC) and Coast Guard command centers for training and site assessments
Part-time / fractional hours; suitable as a second engagement alongside existing work
Anticipated period: 12-month base plus two option years
U.S. citizenship or lawful permanent residence required; must be able to obtain a CAC via Tier 1 background investigation (no security clearance required)

Strongly preferred:

Prior Coast Guard, DHS, or DoD experience, especially exposure to Coast Guard operational data (NAIS, TAK, ALMIS) or command center environments
Experience publishing CUI-controlled web content and working within federal security constraints
